Quality of life at sea is a major priority with the Royal New Zealand Navy (RNZN). A key factor influencing this is the installation of Satellite TV on their vessels. A Seatel Satellite TV system has been installed on HMNZ ships TE MANA, TE KAHA, RESOLUTION, ENDEAVOUR and MANAWANUI.

Beca was commissioned in 2005 to prepare the Investment Case, which enabled the Navy to obtain funding approval. Subsequently the team was appointed as project managers.

The key challenge for this project was the mobility of ships. As the vessels moved from one satellite coverage zone to another, the programmes possible to receive also changed. In some areas there was no coverage at all. This project included the provision of freeview decoders and the capacity to fit additional free-to-air and pay TV decoders.

Managing user expectations was essential. Beca applied sound project management and systems engineering techniques to keep the project on track, and to very tight time frames. All RNZN vessels now have Satellite TV capability.
